A paper submitted to a conference will be considered
to be a duplicate submission and rejected by that conference with no regard
to the paper's scientific merit if there is substantial overlap in the technical
content of the conference submission and any other work that is:
- under review at another publication,
- has been accepted by another publication,
or
- has appeared in another publication, at any time before the conference
review process is complete.
In this context, a "publication" is any peer-reviewed scientific
archive such as a conference, journal, or technical book. The determination
of substantial overlap in the technical
content will be made by the program
committee chairs.
